Isuarsivik Regional Recovery Centre offers culturally responsive services that support the collective healing of Nunavimmiut and their loved ones facing trauma and substance use in Kuujjuaq, across communities, and beyond. The Centre offers an 8-week in-house program, a Healing-on-the-Land week, as well as a variety of continuing care services, including individual, couple, and family meetings, community support group activities, and recovery sessions directly on the land.

 

At Isuarsivik, the Director of Programs shares the leadership responsibilities of the organization alongside the Executive Director and the Director of Finance, Administration and Human Resources. The Director of Programs oversees three programming departments, mainly Inuit Values and Practices, Recovery, and Continued Care, and ensures that programs are safe, accessible, and adapted to the realities, culture, and needs of Nunavimmiut.

 

A key component of this strategic role is fostering collaboration among the three teams to ensure an Inuit-centred, holistic, and integrative approach to program development and service delivery. The Director of Programs also mentors and supports Inuit managers and staff, contributing to Isuarsivik’s broader goal of building sustainable local capacity and leadership.

Purpose of position

Under the leadership of the Executive Director, the Director of Programs provides strategic and operational leadership to ensure the effective coordination, integration, and continuous improvement of Isuarsivik’s programming. The role ensures consistency across program areas, supports strong clinical and cultural practices, and promotes a safe, high-quality continuum of care in the context of substance use and intergenerational trauma.

Essential duties
and responsibilities

  • Provide strategic leadership, and support to the three managers responsible for Inuit Values and Practices, Recovery, and Continued Care.
  • Ensure effective integration and collaboration across the three programming departments to provide a coordinated and seamless continuum of recovery services for Isuarsivik’s guests.
  • Foster an environment that integrate Inuit values, knowledge, and approaches, as well as sound clinical practice, and accountability.
  • Lead the annual planning of the In-House Recovery Programs and Healing-on-the-Land Weeks in collaboration with Programs staff, and oversee the development of the annual programming and services calendar in alignment with organizational priorities and community needs.
  • Ensure the implementation of the in-house program logic model and lead the development and ongoing review of the organization’s overall programming clinical tools.
  • Establish and monitor program objectives, performance indicators, and evaluation processes to support continuous quality improvement.
  • Ensure that program policies, procedures, and practices support safe, consistent, culturally appropriate, and high-quality service delivery.
  • Ensure that services and clinical interventions meet applicable Accreditation Canada and Ministère de la Santé et des Services sociaux (MSSS) standards, as well as organizational policies and requirements.
  • Lead the development of initiatives that promote a healthy, respectful, and collaborative working environment.
  • Oversee the recruitment and selection of regular and contracted program staff, in collaboration with Human Resources and the relevant managers.
  • Develop and support initiatives that strengthen the professional development of program staff and managers.
  • Lead internal and external committees, working groups, and initiatives related to housing, programming, recovery, clinical practice, quality improvement, and service development.
  • Develop and maintain strong working relationships with relevant community, health, social services, and other partners to strengthen continuity of care and coordination of services.
  • Advise the Executive Director on services priorities, and emerging needs for service improvement.
  • Ensure appropriate follow-up on program-related risks, and incidents, and support corrective and preventive actions when required.
  • Other duties as assigned by the Executive Director.

Qualifications

Education
  • University degree in a discipline of social intervention. 
  • Specialization in management of health and social services would be considered an asset. 
Work experience
  • 10 years in a management position in the social intervention field.
  • 5 years as a Clinician in the field of substance use.
  • Experience in an inpatient recovery facility.
  • Significant work experience in Nunavik or in another indigenous context would be considered an asset.
