Isuarsivik Regional Recovery Centre acts as an addiction recovery centre for the 14 communities of Nunavik in northern Quebec. The centre offers an 8-week in-house program as well as a variety of continued care services including individual, couple, and family meetings, community support group activities as well as recovery sessions directly on the land.
In this context, the Learning and Development Specialist plays a crucial role in supporting learning and development programs for employees at all levels. This includes:
- Designing and implementing creative and engaging learning solutions that align with Isuarsivik’s objectives, delivering tangible value to employees, teams, and the organization.
- Coordinating, administrating, facilitating, assessing, and creating diverse programs such as leadership and management development, career and skill development, and culture.
- Developing effective tools and strategies to ensure all employees are provided with the knowledge they need to perform their roles today and is equipped for ongoing growth and advancement within Isuarsivik.
- Providing guidance and support in the areas of performance management, career development, and capability development.
- Establishing wellness and safety practices to foster a positive and empowering workplace for all.
Purpose of position
Under the direction of the Human Resources Director, the Learning and Development Specialist is responsible for enhancing the skills and knowledge of the staff to provide effective and culturally adapted recovery services. Through performance appraisal processes and a variety of training opportunities, the Learning and Development Specialist is key in creating learning pathways for all staff and supporting them in their career development which also includes leading end-of-probation assessment and yearly evaluation processes.
Essential duties
and responsibilities
- Elaborate a plan to increase staff performance and skills with the support of the HR Director.
- Designing and deploying blended learning solutions in collaboration with employees direct supervisor.
- Creating a continuous learning culture within our organization (CPD).
- Organize and manage the administration of various learning and development programs in multiple formats including in-person, virtual, and eLearning.
- Support leadership development programs including leaders and emerging leaders with a focus on building Inuit capacity.
- Collaborate with leaders for assessing succession recommendations for Inuit front-line workers and managers.
- Share learning and provide resources to all employees for continued learning and career development.
- Provide learning and development opportunities to Directors, Managers and Coordinators.
- Support the development and implementation of processes and programs designed to maximize employee productivity, performance, engagement, and close skill and knowledge gaps.
- Ensure the synergy of recruiting and hiring programs with the talent and training needs of the organization.
- Enhance talent through effective implementation and adoption of programs and strategies in the areas of workforce planning, succession planning and development, performance management, and employee engagement.
- Ensure that training programs align with organizational goals and best practices in the field of recovery services.
- Conduct assessments to identify gaps in cross-cultural competency among staff.
- Develop initiatives to improve cultural awareness and sensitivity, tailored to the specific needs of Isuarsivik.
- Maintain accurate records of training activities, attendance, and participant feedback.
- Conduct regular evaluations to assess the effectiveness of training programs and make data-driven improvements.
Qualifications
Education
- Bachelor’s degree or equivalent combination of education,training, or experience.
- Training and development certification(s) preferred.
Work experience
- Minimum of 5 years of experience in adult education and coursedevelopment.
- Relevant experience in training delivery and instructional design.
- Familiarity with authoring tools and learning management systems.
- Experience with leadership development and staff members isconsidered an asset.
- Experience with coaching and mentoring is considered an asset.

Language
- Ability to read, write and speak English is mandatory; Inuktitut andFrench are highly desired.

- Must be prepared to meet the personal and professional challenges associated with living in a northern, isolated community with limited resources.
