Isuarsivik Regional Recovery Centre is offering culturally responsive services that support the collective healing of Nunavimmiut and their loved ones facing trauma and addiction in Kuujjuaq and across communities and beyond. The Centre focuses on reclaiming cultural identity as the basis for healing, which is made possible through Inuit ancestral knowledge combined to a variety of modern care models including motivational, psychoeducational and emotionally-focused therapy interventions.

The HR Manager is a key member of the leadership team and is responsible for delivering expert support and services across all core HR functions. With Isuarsivik’s values guiding every aspect of the role, the HR Manager contributes to a healthy organizational culture through the following areas:

Purpose of position
Under the direction of the Director of Programs, the HR Manager is responsible for ensuring the policies, standards and procedures related to human resources functions are maintained, applied, and communicated by the entire organization. The HR Manager staff and plans, develops, recommends, and implements human resources activities, policies, procedures, and programs for an organization, assisting upper management as requested. This leader manages activities relating to staffing, employee education and training, management development, labor relations, affirmative action, benefits administration, and salary administration.
Essential duties
and responsibilities
- Offers their expertise and implement best practices with directors and managers for hiring, training, evaluation of employee performance, and recommend or initiate promotions, transfers, and disciplinary action.
- Investigate incidents and prepares reports for insurance carrier.
- Participate in compensation and benefit surveys and/or conducts wage survey within labor market to determine competitive wage rate and remain apprised of current trends.
- Write separation notices for employees separating with cause, and conducts exit interviews to determine reasons behind separations.
- Prepare reports and recommends procedures to reduce absenteeism and turnover.
- Prepare and analyzes department budget to identify budget needs and/or reductions, and may allocate operating budget funds.
- Represent company at personnel-related hearings and investigations.
- Contract with outside suppliers to provide employee services such as food services, transportation, or relocation service.
- Administer pre-employment tests to applicants.
- Ensure compliance with all provincial and federal labour law requirements.
- Take lead in making sure safety plans and procedures are implemented and followed.
- Build effective teams, while driving a culture of excellence aligned to Isuarsivik’s core values and guiding principles.
- Supervise HR workers.
- Keep records of hired employee characteristics for governmental reporting purposes.
- Other related tasks as required by direct supervisor.
Qualifications
Education
- Degree in Human Resources Management or Degree in Business Administration or Commerce with major in Human Resources Management.
- A professional human resource designation (CHRL).
- SHRM, CHRL, or PRM certification is considered an asset.
- Certified Human Resources Professional (CHRP) certification through the Human Resources Professional Association (HRPA) or working towards designation, is considered an asset.
Work experience
- Minimum of 10 years senior management experience, preferably in a non-profit.
- Experience in the management of human resources.
- Personal and professional experience of employee relations in a cross-cultural setting.
- Experience working with human resource information and payroll systems or databases is required

Language
- Ability to read, write and speak English is mandatory.
- Ability to read, write and speak Inuktitut is considered an asset.
